As the military did not act in a created constitutional vacuum, Serbian representatives returned to the Yugoslav Presidency, which on March 21 agreed to change format of discussions on Yugoslavia’s political future. The responsibility for this debate was to be shifted to direct and public talks among leaders of all six republics. However, Serbian and Croatian leaders Slobodan Milošević and Franjo Tuđman met behind closed doors on March 25 in Karađorđevo. It was rumored that the main themes of their talks were the deposal of the federal government of Ante Marković, but also the division of Serbian and Croatia zones of influence in Bosnia and Herzegovina.
